In other words, IAC will conditionally reduce the number of steps from 25 to 5, after which the speed will become normal. Such an adjustment will be possible as long as there is a margin for the number of controller steps. If the regulator completely blocks the channel, that is, it sets the steps to zero, and the revolutions will still be at around 1000 rpm, then the ECU will detect a throttle assembly error and the “check” will light up on the dashboard.
